There is NO WAY (mark my words) that you'll get a shop to install a turbo on a non-turbo car for $600.
Personally, I'd go this route...
Rather than paying some shop to kludge together some custom turbo kit for your car, and having to endure all the custom fabrication, welding of manifolds, and general faith that they know what they are talking about, and their knowledge on sizing of the componentry is based on reality...
I'd just buy the GReddy turbo kit for the Civic.
I know for my gen Civic that kit was cheap... under $1,600 when it came out... I'd bet it's still under $2K, or around that.
Your gen Civic should be similar, if not the same kit, since the motor is the same, layout, everything, I believe.
I helped my friend install one - compared to the Jackson Racing supercharger I installed on
my Civic, it was a piece of cake.
It'll still take you a weekend, but it's very much a DIY-able kit.
And the results were great... I love my supercharger, but that GReddy kit was just as powerful - and more tunable in the long run.
